Since the 80s of last century, along with the urban infrastructure system reform and improvement, urban infrastructure construction in China has made great achievements, which greatly improved the living conditions of urban, and provided a strong support for the development of economic and social. However, the development of the city's infrastructure is still a hard work. Stock levels of urban infrastructure are lagging far behind the developed countries. Urban infrastructure constructions fall behind the increasing of city's population. Financial investment focuses on productive infrastructure, which deviated from the original intention to improve urban living standards.In this context, there is important practical significance of research on the differences of urban infrastructure living standard and infrastructure development conditions between cities, in order to distribute limited resources and improve the urban living standards effectively.Firstly the concept of urban infrastructure is reviewed while the scope and classification of urban infrastructure used in the research is defined. Relations theory of the urban development and urban infrastructure is studied based on the cognitive to the nature of urban infrastructure. The theory and method system of the evaluation of urban infrastructure is studied then, which laid a solid theoretical foundation for the thesis work.A evaluation index system of urban is established in the third chart, which purpose is to measure the service level of those urban infrastructure closely related to city living. The differences of urban infrastructure living standard between cities are studied according to the results of quantitative analysis.Based on the factor analysis in aspects of infrastructure investment, urban economic and social development, urbanization, city size and urban type, the fixed effect model of living standards of urban infrastructure is set up. Contribution of factors and the differences of endowment conditions of infrastructure development between cities are studied based on the model results. And some suggests are given at last.
