Since 2007,Xinjiang started the rural minimum living security system,the coverage of poverty alleviation policies,the number of poor people who have been helped,and the standard of subsidy to improve the living standard of subsistence allowances have been greatly improved.With the improvement of the government's emphasis on poverty reduction,academic discussion on minimum living standards has been increased.On the basis of summing up the three historical development stages of rural minimum living standard in Xinjiang,this paper analyzes the characteristics of the standard of subsistence allowances in the development process and puts forward the possible reasons for restricting the development of the minimum living standard in rural areas of Xinjiang.In recognition of the current minimum living standards may exist to the protect standard is low,the intensity of relief is weak,and there is a large gap between urban and rural security standards,measure out three levels of theory Xinjiang rural minimum security standards by using the extended linear expenditure system model(ELES),and compared with the actual standard.It is concluded that the current minimum living standard in Xinjiang is low and is obviously lower than the measured value of each level of the model.Finally,on the basis of fully considering Xinjiang natural condition endowment,social economy and other factors,this paper puts forward policy suggestions to improve the rural minimum living security system in Xinjiang from four aspects:strengthen government regulation,multi-channel to raise funds,promoting the rural people's livelihood and establish a big data platform for accurate poverty alleviation.
