The system of urban residents’ minimum living guarantee is the assistance system to provide basic living material assistance to those who live below the statutory minimum income standards to meet their basic living needs established by government and the society, which is also an important content of the social security system. The system of urban residents’ minimum living guarantee in China is a new social relief system for the urban residents whose Family income per capita is below the minimum living standard. This system inherits and carries forward Chinese traditional social relief system; it is a social relief system with Chinese characteristics. The system of Jiangxi urban residents’minimum living guarantee officially began in early1996in Nanchang and Xinyu, since now it has a history of18years. During this period, the system developed gradually from the of limited local areas application to universal popularization, it is consolidated and steps towards perfection. The population that benefits from urban residents’ minimum living guarantee increased yearly. In the early stage of this system in2000,a total of40763households,98099urban residents enjoy the minimum living allowances, and the latest data in the end of2013shows that the popolation has increased to978116. The issue of urban residents’ minimum living standard is the core issue of this system. Whether the standard is suitable or not has a direct impact on local government revenue and expenditures, the living standard of the beneficiaries and the development of local economy. Therefore, the analysis of Influential factors of Jiangxi urban residents’ minimum living standard and its appropriateness has theoretical significance and practical significance in perfecting Jiangxi urban residents’ minimum living standard at the present stage and building suitable urban residents’ minimum living standard of Jiangxi province.This article uses Jiangxi urban residents’ minimum living standard number index data from2000to2013to analyze the basic situation of Jiangxi urban residents’ minimum living guarantee by the static and dynamic aspects. According to the minimum urban residents’living standard index data released by the Ministry of civil affairs official website, the static aspect analyzes the county urban residents’minimum living security standard in Jiangxi province in September2013, and the dynamic aspects analyzes the six years from2008to2013in Jiangxi average urban residents’minimum living standard and its averages annual growth rates. Through the analysis of the five years from2008to2012Jiangxi urban residents’minimum living standard accounts for per capita disposable income, per capita consumption expenditure and per capita food expenditure proportion, We can come to the conclusion that Jiangxi urban residents’ minimum living standard is low. By using the method of Quantile Regression, the10years from2003to2012, of Jiangxi urban residents’minimum living standard influence factors were analyzed, it gets the thought that Jiangxi urban residents’ minimum living standard is most closely influenced by the index of per capita revenue. When per capita revenue increases100Yuan, Jiangxi urban residents’minimum living standard will increase103.4Yuan. Using the method of expansibility linear expenditure system (ELES) model, it gets the result that the theoretical Jiangxi urban residents’minimum living standards from2008to2011are low. Finally, based on the financial supply and the six central provinces angles, Jiangxi urban residents’ minimum living standard were suitability analyzed. Based on the financial supply angle, the government should supply optimization gradually adjust the current low standard and other method to increase the current low standard. Based on the latter angel, it gets that Jiangxi should learn from Shanxi.
