With the development of social economy, the issues of population, natural resources and environment become more and more serious. land use/land cover change becomes deeper and the effect on water resources is fiercer. The land - use structure of Urumqi changed dramatically from 1990 to 2006, and its lead to the hydrology effects that more and more deeper. hydrology effects are one of the environmental effects of land use/land cover changes. it is already become hot and focal point of land use/land cover research. Study on Land use/land cover change and impacts on water resources have a importance for hydrology and water resources quantity and quality change of research region and dispose of water-land resources and sustainable development.In this paper Based on the multi-temporal remotely sensed data in 1990, 1999and 2006, analyzed the land use change characteristics in the Urumqi from 1990 to2006 and investigated the spatial difference of land use structures between different types, by the using of remote sensing data, and integrate with other natural ,social data . Based on the analyze of land use/land cover change in Urumqi analyzed the impacts on surface water and ground water change caused by land use/land cover change.The results showed that:(1)Land use/change:1999 compared with 1990, urumqi construction land and farmland, forest land, water land are increased, including the increase rate of maximizing the land for construction purposes, unused land is decreasing trend; 1999 compared with 2006, construction land and farmland, water land remain increase, unused land and woodland reduced; 2006compared with 1999 changes to a larger extent for construction land and unused land, unused land changed to construction land and cultivated land, obviously the urban development process of unused north-central replaced by city building, city has obviously north expansion.(2) In hydrology and water resources effect: as the urumqi land use/cover change ,precipitation,evaporation, runoff coefficient changed correspondingly. From 1990 to 2006 were slightly reduce precipitation, runoff coefficient is trend for growing trend, corresponding to this evaporation are down trend; Because the city continually to north expand, population density increases, water demand increased, leading to more serious groundwater exploitation; The increase of industrial and urban residence, formed a lot of pollutants, these pollutants of the surface water and groundwater contamination, the serious influence the city's water quality...
