Land Use / Land Cover Change (LUCC) is the hotspot of the global change. With the development of economy and population, the degree of the land use becomes deeper, and the effect on water resources is fiercer. As one of the environment effect, the effect on water is the key territory of present research. It not only has important values in the theory but also can instruct the sustainable utilization and ecological environmental construction.This paper made an analysis on mode, process regional character of change of land use, based on the statistical data of society , nature and economics and the research of land use and land cover, by means of GPS and GIS, according to the RS data information of 1987 an 2000 in Xingtai city. The thesis reflected dynamic spatial and temporal characters of different land use types, then analysis the impacts on surface water and groundwater caused by all the land use types, especially the negative impacts caused by cultivated land. The paper took emphasis on the negative effect, illuminated the generated mechanism and its harm.The result indicated that: First, the land use type alteration is great, the cultivated land decreased 3024 7hm~2, the grassland decreased 6046hm~2, water area decreased 2.864% ,and unused land decreased 8.77%, woodland increased 0.44%, construction land increased tol.55 times of that in 1987. Second, in the area in which the slope degree is from 15 to 25,the area of cultivated land is 2886.17hm~2, account for 0.62% of the whole mountain area, the runoff increases by 0.083 mm after turning into forest land, reduced 0.181 mm after turning into grass land;the area of grass land is 117820.8 hm~2, account for 25.31% of the whole mountain area, the runoff increases by 1.146 mm after turning into cultivated land, increases by 1.974 mm after turning into forest land;the area of forest land is 3444.78 hm , account for 7.4% of the wholemountain area, the runoff reduced by 0.921 mm, after turning into cultivated land, reduces 0.985 mm after turning into grass land, in the area in which the slope degree is above 25, the area of cultivated land is 391.03 hm2, account for 0.084% of the whole mountain area, the runoff increase by 0.053 mm after turning into forest land, the runoff reduced 0.124 mm after turning into grass land;the area of grass land is 5586.13 hm2, account for 1.20% of the whole mountain area, the runoff increases by 0.781 mm after turning into cultivated land, increases by 0.793 mm after turning into forest land;the area of forest land is 977.573 lhm2, account for 2.1% of the whole mountain area, the runoff reduces by 0.725 mm after turning into cultivated land, reduced by 0.833 mm after turning into grassland. Thirdly, the increase of wheat > corn and cotton product per hm consumes 4.12* 10 m more in mountain area and consumes 48.08x 108 m3 more in plain area.The innovation points of this paper are as follows: First ,using the method of interpreting the image of Xingtai city based on the technique of GIS n RS > GPS, analyzed the dynamic change of land use and land cover change during the past 14 years with mathematic method. Second, analyzed the impacts on water resources in Xingtai city from two angles of land use and land cover change (alteration and transformation).As limited academic level, careless omissions are unavoidable, the author wishes comments earnestly.
