The enterprise of science and technology, which is transformed from state-owned institutional organization of scientific research, has its own specialties, so it distinguishs itself from other normal enterprise. In the face of new challenge from knowledge economy and market competition, the importance of human resource management is more outstanding to the transformed science and technology enterprise. Under the guidance of human resource theory, this paper analyzed and studied the present situation of human resource management of transformed science and technology enterprise. Combined with the characters of human resource, the demand of their employees which affects business management was analyzed. In this case, transformed science and technology enterprise must insist on the principle of people foremost. This paper found out problems from 6 fields of transformed science and technology enterprise's human resource management, which were human resources planning, advertise and disposition , training and development , compensation and benefits , performance management and employee relationship . This paper also brought forward a suit of ideas and solutions to optimize and improve the human resource managing for transformed science and technology enterprise.A transformed science and technology enterprise Tianjin Research Institute of Building Science(TRIBS) was chosen as a typical case for the study of human resouce management. Through analyzing the status quo of TRIBS, staff wastage and fracture, senior technical personnel and manager shortage, human resources planning without systemic and management mechanism without perfection were summed up. Combined with the research results of this paper, and compared with changing in the past ten years after transforming, TRIBS has achieved obvious improvement on human research management, which was contributed to the activites of carrying out modernization management, including human resources planning and disposition , remuneration motivation , performance measurement , human resources development , enterprise culture and teamwork . According to the present situation, the paper suggested the work which is required to emphasize and improve, in order to more scientific and available.
