Human Resource Allocation is one of the most important issues of enterprise management in China for small technology enterprises which mainly base their development on knowledge worker's performance based on real examples and statistics data, this thesis includes a systematic analysis of Chinese small technology enterprises focusing on a number of different problems of management that have been existing in some company commonly and typically. To get furthermore, the author of this paper give opinions and advices of his own to modern technology company on how to built effective arrangement of human resource management. The main research methods in this paper include: The comparative study between different countries, system approach etc.This paper is composed of four parts. First, research status of HRA; second, characteristics of technology enterprise in a phase of leap - forward development. After these; then, the problems existing in Chinese enterprise. After these, some contents and a useful model of HRA of small technology enterprise are presented.The most important part of this paper is the chapter 3, which includes the main innovation of the paper. First, author searched the internal correlation between " life cycle model of product " and common "life cycle model of enterprise ", then, presented a "modified life cycle model of small technology enterprise"; reveal the demand of human resource in different phrase of a company development, based on which, brought out a new "periodic demand model of human resource", and after that, three basic tenets: centering on strategy, stage-by-stage and delta readjustment. Finally, author made a simple and clear introduction on small technology enterprises' organization structure, performance evaluation etc, hoping that will be helpful for small technology enterprise.The author of this paper found that, for small technology enterprises that in jump development period, the main feature of human resource arrangement is that the demand on core ability is different according to the phrase and that the demand on human resource is different according to the demand on core ability. The key point of human resource allocation transfer from human of research and development to productive worker then to humanof market promotion. This is a dynamic and delta process, in another word, the demand on human resource will increase constantly. It should be done for a company to plan and deal with the human resource systematically centering the human resource arrangement to corporate with the need of the organization.Started from life cycle model of enterprise, in this paper, I make a systematic analysis focusing on the human resource allocation of small technology enterprises. With the helps from modern human resource management knowledge, a new and practical human resource allocation theory, together with method and model, is presented, which will be giving many help to small technology enterprises in our country.
