Manufacturing industry is the pillar of national economy in our country.Because of the lack of technological innovation and the lack of core technology,the productivity of manufacturing enterprises in our country is not high.The independent innovation ability is not strong.The products are lack of competitiveness and added value.To revitalize the manufacturing industry,the science and the technology are the dominant and the talent is the foundation.The human resources quality and management of China's traditional manufacturing enterprises are generally poor.With the continuous opening of the market,the continued occupation and erosion of the large foreign enterprises on the Chinese market,enterprises face increasingly complex and changeable,internal and external environment.Chinese domestic enterprises have gradually realized the importance of human resource.As a carrier of knowledge and technology,human resource is no longer regarded as a cost,but has become a kind of unique,scarce and difficult to be copied resource for enterprises to create profits.In order to win the lasting competitive advantage,development and management of human resources are very important for manufacturing enterprises.China Agriculture Vet.Bio.Science And Technology CO.,LTD services as one of the high-tech manufacturing enterprises,which contains the research,production and technical services of the veterinary biological products.The enterprise set up in 2003 with the background to deepen the system reform of scientific research in our country and to promote the transformation of scientific research.With the gradually development of its own ability and the increasing competition in the market,its original personnel management pattern already cannot adapt to the rapid development of the company,the existing human resources structure is unreasonable,the recruitment mechanism is imperfect,the training effect is inconspicuous.The lack of effective performance management and scientific salary distribution system restrict the sustainable development of the enterprise.To build a modern human resources management system,which highly matches with the enterprise's strategy and is suitable for the enterprise to obtain and maintain the competitive advantage for the enterprise continuously,becomes our major issues to be solved.This dissertation uses the methods of not only theoretical research but also empirical analysis.By using document survey and the interview investigation,the causes of the human resources management and the present situation are analyzed.By analyzing the characteristics of modern enterprise human resources management,the author finds out the human resource management problems of the enterprise.Combining the reality of the company,the author puts forward the construction scheme of the company human resources management system,in order to improve the human resources management level of the company and to improve the organization performance and help the enterprise achieve the strategic goal.In addition,to ensure the scheme implemented successfully the implementation process and safeguard measures of the company's strategic of human resource management system are put forward.
