| As the major management department of urban and rural construction, Construction Committee of City C (CCCC) strictly implement the relevant national and local policies and regulations, guide and supervise the urban construction, rural construction planning, residential real estate and municipal utilities, et al. Meanwhile, it has responsibility to govern construction companies as well as involved employee, regulate construction market, manage the development of urban and rural. With the rapid progress of district construction, the responsibility of CCCC on construction and management is increasingly heavy. Currently, with the promotion of"emancipating the mind, expanding opening up", it is important to optimize work processes, improve efficiency, establish service-oriented government. The reform purpose of the Construction Committee is to optimize structure of human resource, improve efficiency of management and make better service to the involved district of City C.At the beginning of this paper, basic concepts of institutional innovation and process reengineering are stated. Three basic modes of government affair hall are provided as the theoretical basis of reform for CCCC. Then, successful domestic reformation examples are analyzed and compared in order to provide practical reformation experiences to CCCC. After then, researches and analyses were done to each office of CCCC in order to find problems and obstacles. According to the further research, some advanced and practical reform program was proposed afterwards, including: three directional targets obtained for the institutional innovation and process reengineering; analytical mode of process reengineering; research on the administration and operation affairs of"administrative center"; research on the office reconstruction and government approval pattern; overall process optimization measures; specific government issues guidelines for approval.Finally, conclusion and propose are put forward in this article. |
