Due to the particularity of the intrinsic nature of dangerous goods, when it deviated from the normal logistic process as a special commodity, that will cause great economic losses, environmental damage and negative social impacts. Moreover, accidents of dangerous goods logistics occurred were mostly disaster, the government and enterprises are caught very difficult situation. Over the last decade, domestic dangerous goods transport accident showed high-risk trend, Dangerous goods transportation management has caught more and more attention of the society and the government.This paper first analyzed a large number of scholars and found that many literatures handle dangerous goods transport problem only from the perspective of transport operators, but did not consider the government and the contractor's transportation interact with each other. A small amount of researches studied the problem considering both the government and the transport operators, but did not fully consider the practical reality decision-making factors. Based on taking full account of the real objectives of decision makers, this paper proposed a more practical model with the improvement on objective functions. Besides, this paper proposed a new model which based on a strategy of setting toll on the different road for different dangerous goods. According this new way, the government could also reduce the risk. Compared with the normal network design, toll setting is also feasible.
