In today's world of economic globalization and scientific and technological progress, driven by the core of intellectual property has become a national strategic resource, the relationship between national economic prosperity and social progress. China's intellectual property late start, but over two decades, China has made remarkable intellectual achievements with international standards have been gradually established a comprehensive legal system for intellectual property rights, but non-legal forms of intellectual property rights public policy slow development, there is no comprehensive, systematic public policy of intellectual property, which makes the overall effectiveness of the intellectual property system of partial end of a serious shortage of ability to use intellectual property rights, this issue is particularly prominent in the national high-tech zones. High-tech intellectual property as the main pillars of knowledge economy is the lifeline of enterprise development, high-tech zones, intellectual property creation, use, management and protection of intellectual property rights are inseparable from all aspects of public policy, standards and guidance, and therefore intellectual property Public policy is high-tech industrial development zone, technology development, an important guarantee of economic development. This study abroad in high-tech areas such as Zhongguancun Science Park, Hsinchu Science Park, Silicon Valley (Stanford Technology Park), Tsukuba Science City in Japan and other high-tech development zone of basic public policy of intellectual property status, characteristics and development trend on the basis of to clarify the high-tech zones in China the status of public policy, intellectual property, based in Wuhan East Lake District National Innovation Model to the actual situation of convergence with the National Intellectual Property Strategy design concept of intellectual property rights and public policy measures, mainly from the rich policies to promote independent innovation measures to encourage IP creation; build public policy-oriented intellectual property mechanisms to improve the ability to use intellectual property rights; sound intellectual property administration system, improve intellectual property management; improve the park IP laws and regulations, enhance the level of intellectual property protection; optimization of intellectual property service system, to create a good environment in four areas of intellectual property to be described.
