With the development of economic globalization, military manufacturing is facing increasingly fierce competion in domestic and international military markets, and the demand for informational manufacture is growing. The issue is raised in this context. In this paper , MES of the production planning management is studied for a military enterprise.Firstly, the current status of military manufacturing is analysed and the status of researching of MES is described. In recent years, MRP, ERP as the representative of management information systems together with the automation technologies of PCS (Process Control System), CNC machining, DNC unit and flexible manufacturing have obtained gradual promotion and application in the military industry. Although the promotion of these two types of systems has achieved some results, the overall application effect is not ideal; the key reason is that these systems do not involve the management of the production site in actual production process. This article proposed multi-level work plan and multi-storey workshop production scheduling management system architecture, and applied them to actual cases based on the current military product manufacturing processes, production management andMES -depth analysis of management models.Secondly, the needs and the business processes of background enterprise are analysed, and the overall system architecture is designed. This article proposed the overall business requirements for the workshop and presented the system architecture and logic levels involvement for structural parts manufacturing targeted at the current problems in recent program management such as variety of schedule types, planning a wide range of programs scheduled unutilized management appointment, single management model, et al, combined with the characteristics of small volume and complex product structure for the company production.Thirdly, the key technologies about the mass production planning and scheduling and the process task dispatch and scheduling is studied, mainly including structural parts production scheduling planning and scheduling research, such as the formulation of small quantities rolling workshop production planning, production planning goals, timing and time span, and so on; process scheduling and scheduling of tasks, such as card production opening, process reengineering, process organization and management. The relevant solutions to the problem of bottlenecks in the process were also proposed.Finally, a MES for the structural parts workshop is developed, and the effectiveness of implementation is analysed. The article presented the detailed design method of system development, including systems development technical route, overall database design and detailed design process of each functional module. Three selected structural parts were adopted for application verification, results showed that the system was running stably, plant management and production efficiency were significantly improved as well as processing efficiency.
