With the development of the China’s reform and opening up. Chinese market will be more open and complex. The fierce competition of market requires the Chinese enterprises to enhance effective management of human resources. But now, there are many problems in the areas of human resource management of Chinese enterprises, such as the quality of the classification is difficult to be specific, quantitative assessment of scientific intelligence is low. so many capacity limitations of a large range of indicators.evaluation criteria is vague, methods is difficult to apply in practice, resulting in a certain degree of people post matches imbalance. These problems seriously hampered the efficiency of Chinese enterprises. Therefore, Chinese enterprises human resource management departments should be adjusted to meet the fierce competition of market. Competency model has been used in foreign enterprises and institutions extensively, and achieves certain results. But competency model applications in China started late, and most of them are focus in the theoretical study. In Chinese enterprises human resource management is seldom used. In this paper, we research Chinese enterprises’ human resource management study with the competence theory. We hope we can gain theoretical and practical significance in this research.In this paper, we take one of Chinese enterprises, enterprise K.for example, and we select theoretical basis through human resource management and competency model theory for this Chinese enterprise human resources management research. In elaborating human resources management of enterprise K.we use status and the survey questions list, we find out human resource management problems in the recruitment, training and development, performance management, compensation management in enterprise K.Then we use the theory of competent building models of human resource management.In the last come up to some countermeasures in order improve the administrative capacity of Chinese enterprises.
