Research On Emergent Wireless Communication Management In Significant Outbursts Of Public Incidents

Recently, significant outbursts of public incident happen frequently around the world. From the international tsunami in Indonesia to the domestic earthquake in Wenchuan, Sichuan province, the American"9.11"terror attack to the"7.5"riots happened in Xinjiang Uyghur Autonomous Region, the H1N1 that swept the world to"SARS", the human society suffered not only great loss and incomparable grief from all the above natural hazards, or social public security incidents and social public health events, but also their abruptness and huge destructiveness to the wireless communication system, which can cause interruption of cable communication network, explosion of instantaneous flow rate of wireless communication network, communication paralysis, panic, and inefficient operation of government emergency commanding system. Therefore, how to rapidly establish a wireless communication commanding network to ensure that the rescue information can be transferred and delivered promptly and safely become a significant subject in dealing with outbursts of public incidents. According to the requirement of efficiency in network construction as well as its characteristic of easy establishment and operation, wireless communication will surely become a major force of emergency command system.Therefore, it is a top priority and relates overall situation to construct and manage the emergency wireless communication command system in significant outbursts of public incidents. However, China currently still has no advanced wireless communication technology applied into communication network and hasn't established a communication network system, let alone an efficient system of emergency wireless communication network management. When outbursts occurs, it is hard to command efficiently for people can just blindly cope with them through existing network, instead of a wireless communication network commanding system.The thesis firstly discusses the purpose of the study, need for the study, theoretical and research background, and significance of the study. Then, through means of contrast and classification, research background of emergency wireless communication network management and application at home and abroad will be analyzed. Relative Definitions and concepts of public emergency and emergency wireless communication management will be explained and interpreted. Finally, the author will analyze some cases with feasible countermeasures to them, and analyze the main problems of current Chinese emergency wireless communication management and main solutions in five aspects.
