With massive establishment of real estate companies and increased concentration of industry, more and more real estate companies have been focusing on multi-project management in one region or more. Change from the traditional project management to multi-project management or portfolio project management, which can help companies obtain market share and improve competitiveness, has gradually become the core strategy and main trend. However, during the multi-project management process, resources conflict among projects is always one issue faced by project managers. Therefore, how to redistribute of resources when implementing projects and effective and to effectively arrange enterprise resource planning has been a critical factor for success.The main purpose of this paper is to study methods for resource reallocation in multi-project management. At present, the common resource allocation model cannot satisfy the needs of multi-project management of real estate industry; therefore, the author who has many years of experience using Literature Methods & Analytic Hierarchy Process establishes a combined method -Allocation Model and Distribution Principles which may better meet the demands of resource reallocation in real estate companies. This paper, firstly, classifies the various resources from different points of view and categorizes the main resources used in real estate enterprises. Then, it mentions the core problem in multi-project management- resource constraints and analyzes five types of resource constraints which may mainly affect the process of enterprise development. After this, roots that lead to conflicts are studied in detail and influence degree of resource reallocation is discussed from the academic point. The author employs literature analysis to explain which factors may affect resource constraints seriously and based on it, products several methods that can resolve reallocation problems. Following this, the author summarizes factors, including internal and external, which impact resources redistribution among multi-project; and those factors are compared and considered on the basis of influence important degree. After this, the author utilizes Analytic Hierarchy Process to illustrate how five types of resource affect the life cycle of corporate three different phrases; then characteristics and elements, regarded as the basis for resource reallocation, are identified to manage resource reallocation during each stage of enterprise life cycle,. Lastly, this new combined method of resource reallocation among multi-project are tested and verified through implementation in multi-project processes of a real estate company. Hope this article can play a role in promoting the theory of resource reallocation in multi-project management for real estate companies and also have a reference value for future research.
