With the development of national economy rapidly and the grandness ofconstruction market constantly, construction enterprise is facing huge pressure ofcompetition. In order to improve the core competitive power of enterprise, to maintaintheir own sustainable development, multi-project management which takes the place ofsingle project management become the cornerstone for achieving the overall strategicobjectives of construction enterprises, but developing multi-project management makesconstruction enterprises face many conflicts, and multi-project resource conflict is aproblem urgently to be solved.First of all, this paper summarizes research literatures about multi-projectmanagement and project manager at home and board, combines with the specificbackground of multi-project management for construction enterprise and the importantrole and specific duties of project manager, this article puts forward analyzing andsolving the problem of multi-project resource conflict standing on the perspective ofproject manager, then this paper expatiates the basic knowledge of multi-projectmanagement and multi-project management of construction enterprise, and analyzes thefactors which arouse multi-project resource conflict of construction enterprise, thatprovides the theoretical foundation for researching question. Secondly, this papersummarizes simply the basic knowledge of project manager in construction enterprise,and analyses horizontally the causality analysis between project manager and resourceconflict combining with the model of "hawk and dove game", that confirms the processof the generation and evolution of resources conflict problem, once again proves thatthe necessity of solving resource conflict problem standing in the perspective of projectmanager. Finally, for building the resolution mechanism of multi-project resource conflict under the perspective of project manager, this article considers decisionrelationship of superior and subordinate between enterprise managers and projectmanagers, combines with Stackelberg theory from longitudinal angle and analyses theresearch status of Stackelberg theory, then on the basis of guiding project managerreport the real information of project benefit, this paper solves the problem ofmulti-project resource conflict by building the model of master-slave ladder incentiveand determining the function of project’s budget efficiency. Then this paper shows theapplication process of model and test the model by example.This paper considers researching the problem of multi-project resource conflictunder the perspective of project manager. That not only provides a theoreticalframework completely for multi-project management of construction enterprise, butalso confirms the important position and function of project manager in the process ofmulti-project management. That has important practical significance for solving theproblem of multi-project resource conflict in construction enterprise.
