Baizhuang Mine Safety Culture Research

The security culture is not only the basis of the scientific development for safety,but also the foundation and soul for safety production and survival in high-riskindustry. As part of the enterprise culture, security culture is actually the integration ofspirit, idea, behavior, quality and accomplishment in security production and securitylife during long-term security exercises of human beings. In recently years, with thestrengthening of national governance policy, the security production condition in coalmining industry has been generally stable and taking a favorable turn. The number ofsafety accidents in coal mining industry has also been decreasing. However, thesituation is still serious. The severe and fatal accidents happened continuously, whichhas made safety production in coal mining industry the focus of attention of the public.Thus, serious consideration must be taken in the development of coal mining industryas to how to contain the coal mining accident to occur and how to achieve theessential security. Under this circumstance, this article firstly introduces andsummarizes the theories in relation to enterprise culture and that in coal miningenterprises, stating the significance of promoting security culture. Meantime, itanalyzes the core content of security culture building in coal mining industry. Throughthe comparative analysis of security accidents in China and foreign countries, thearticle argues that the root cause of frequent security accidents is that"security"hasnot become the core of enterprise culture.Next, based on the theories of enterpriseculture and security culture and combining the modern management concept andpractical work in Baizhuang coal mine, the article analyze in depth the problems inthe security management and the current situation of its security culture building.Then, the article argues that the root cause lies in the various cognitive deviations inthe objective of security culture building. Subsequently, the article discusses andhighlights the methods to security building in Baizhuang coal mine. Finally, the articleproposes that a series of working mechanisms should be established, includingorganization and leadership, coordination and joint action, responsibility andimplementation, motivation and education, publicity and dissemination, inspectionand examination. In doing so, the security culture building could be implementedsmoothly and effectively, and the security management could be transformed topractical productivity gradually. Thus, the development of coal mine is showing newchanges and measureless vitality.
