A Study On The Safety Culture Construction Of Private Coal Mine Based On Ideological Education

The problem of enterprise safety is an important factor that affects the development of enterprise. There exist many factors which could affect enterprise safety. Among all the factors, human factor is the most important. More and more enterprises put the construction of safety culture as an important development strategy. Ideological education tops the list in the enterprise strategy construction of safety culture. Coal mine, especially the private coal mine is the severely afflicted area of coal mine accident. Frequently happened safety accidents have strongly hindered the development of China coal mine safety production. It has been illustrated by the famous 3 E counter-plan safety theory that among the three guarantee to safety production, the contribution of engineering, enforcement and education is respectively 58%, 27% and 15%. Although the contribution of safety culture alone is less, it plays its basic and fundamental effects, which exerting an important influence to the play of technology efficiency and the strength of supervisory role. Therefore, safety culture is not only the independent variable, but also the dependent variable of safety production. The investment of hard power such as technology and equipment is needed in coal mine safety production, yet the hammering out of soft power, for example, the ideological and cultural concept is even more important. Only the soft power and hard power be effectively integrated, and the exertion of hard power be effectively promoted by soft power, can the coal mine safety production be assured fundamentally.From the unique perspective of ideological education, this paper puts the Marxist human theory and the Moral education theory in ideological education as foundation and comprehensively utilizes enterprise cultural construction theory and related psychological capital theory. Adopting research methods such as: empirical research, comparative research and field investigation method, etc., this paper examines the current situation of private coal mine safety culture construction, then analyzes its problems and causes. This paper carries out an empirical study. It takes Licun coal mine, which locates in the area of Jincheng City, Shanxi Province, as empirical sample for the safety culture construction of private coal mine. This paper also selects Chenzhuang coal mine as reference system. Chenzhuang is a state-owned coal mine. It locates in the same area, owns the same culture and historical background with Licun coal mine. The whole thought of this empirical study is to build three profiles and to construct two frame of reference. The three profiles are: a. The five-circle profiles of Licun coal mine safety culture construction in 2010, b. The five-circle profiles of Chenzhuang coal mine safety culture construction in 2010 and c. The five-circle profiles of Licun coal mine safety culture construction in 2015. The two frame of reference are the lateral frame of reference of safety culture construction of Licun and Chenzhuang coal mine in 2010, and the longitudinal frame of reference of safety culture construction of Licun coal mine in 2010 and in 2015. The empirical research reveals that the relative mature safety culture in state-owned coal mine cannot be applied mechanically in private coal mine. The safety culture in private coal mine should be suitably built by integrating its own characteristics. Meanwhile, the irreplaceable role of ideological education should be especially paid attention to. On the foundation of deep empirical research, this paper puts forward the routes of the construction of private coal mine safety culture based on ideological education. They are the insistence of socialist core values, the direction-guidance of the construction of coal mine enterprise safety culture, the cultivation of the safety responsibility quotient for private coal mine. What is more, we need to create the construction methods of private coal mine safety culture, integrate the ideological education in the coal mine central work deeply, build platform for the construction of safety culture, pay high attention to Chinese traditional philosophic thinking, making them become the important resources for the construction of private coal mine safety culture.This paper focuses on innovation: first of all, on the basis of the analysis of various enterprise culture theory such as: traditional three-circle theory, four-circle theory, gyroscope theory, radar model theory, etc. Combined with the reality of private coal mine, this paper initiatively comes up with the five-circle radar model for the construction of coal mine safety culture. Safety technology culture has been taken as an important circle. This paper tries to reveal the mutual effects and influences of each circle. This model is a perfection and development for original circle theory and model. Secondly, on the basis of analyzing the formation mechanism of individual unsafe acts, this paper puts forward a new point of view that ideological education is an important mean to solve the individual unsafe acts in private coal mine. Thirdly, this paper takes an unique study triangle and study object. From the perspective of ideological education, the thesis studies the construction of private enterprise safety culture and puts forward that the construction of private coal mine safety culture should be carried out around intrinsic safety persons on account of paying much more attention to the creation of external environment when construct enterprise safety culture currently.
