With the prosperous development of both domestic and international construction contracting market, it becomes common that construction enterprises carrying out several projects simultaneously. As a result, multi-project management has become an important research area in recent years, meanwhile, multi-project prioritization, as a key process of multi-project management, has also been focused on by researchers. The purpose of this paper is to develop a sound multi-project prioritization system for construction enterprises, which provides references for enterprise managers to make rational decisions while allocating resources among multi-projects.First of all, a macro analysis of the topic is made, and relevant theories of multi-project prioritization are discussed, which are necessities to prioritizing projects, elements of prioritization and the developing process of the evaluation system. Then, detailed research is carried out to develop the prioritization system from two stages. The first stage is an Indicator System and the second is a Comprehensive Evaluation Model. In the first stage, four evaluation dimensions are drawn from the Balanced Score Card framework, then, through systematically literature reviewing and experts interviewing, 12 critical evaluation elements are identified, thus a two-level indicator system are developed. Based on the indicator system built, questionnaires are designed and sent out to Chinese construction enterprises to obtain industry data, from which comparative weight for each indicator is calculated, by the way, a statistic analysis is made according to the allocation of the weights. Further, by applying the Entropy Method, a combinational weight model which combines both subjective and objective weighting information is designed. In the second stage to build Comprehensive Evaluation Model, method to quantify the indicators is discussed, 33 sub-indicators for the 12 elements are distinguished and their comparative importance is found out through questionnaire, and then, evaluation criteria and scoring sheet for indicators are designed. After that, a TOPSIS method is applied to integrate the scoring information and drawing out project priorities. Further, based on the State Space Theory, a classification model is built to classify projects according to their inner running station, which improves the TOPSIS model in sequencing projects. Finally, a summarization of research conclusions and limitations is made, and suggestions are made for further improvements.Prioritization is an important process of multi-project management. In this paper, sound indicator system and referrible weights are provided, and a comprehensive prioritization system is built from multi-aspects, which are weight adjustment, indicator quantification, scoring information integration and project system state analysis. The applying of this prioritization system can provide references for enterprises to make scientific prioritization decisions. Therefore, there is high theoretical and practical significance of this paper.
