Study On The Optimization Model In The It Project Portfolio Under The Priority

As the enterprise faces more and more projects at one time and the resources of the enterprise are limited, how to choose a project portfolio which is consistent with the enterprise's strategictarget and can realize the enterprise's strategy effectively has become the primary problem that enterprise must resolve in multi-project management. How to distribute the resources forProjects reasonably,coordinate the relationship of the Projects under the guidance of the enterprise strategy and at the same time reduce the risks while operating the projects,has beeome the problems need to be resolved urgently during the process of operating the projects.According to this problem, the article chose the IT projects as research object. This paper introduces the general concept of project portfolio Management and IT project,and then Points out the traits and framework of Project portfoliomanagement. Then,the factors which influence the Priority of multi- Project are analyzed.The paper uses the strategic idea of balanced scorecard to build the system evaluating the priority of multi- project.The method of entropy weight is used to evaluate the Priority of the multi-projec impersonally. During establishing the mathematical model, based on the result of project priority appraisal and the constrained conditions such as the strategy target,the income target,the cost target,the risk target,the resources ability of the enterprise and the relevance of the projects,the paper constructed a 0-1 multi-objective nonlinear programming model for the enterprise to select enterprise-level project portfolio.Based on the summary of past research, the paper proposed to fuse the enterprise strategy and resources ability in the process of selecting project portfolio and constructed a more comprehensive and scientific project portfolio selecting model.We hope the model is helpful for the multi-project enterprises.
