With theimplementation of the countermeasures like sustainable development of the industrial areas andsupporting resources areas, the mineral cities are being the hotspots of the industry structureand leading industry. Mineral resource city is one kind of the particular cities of China'seconomic process. Its development depends on the resource-related industries. Xuzhou, atypical mineral resource city, is facing the problems of choosing its own competitive industry.This article analyzes the environment of Xuzhou, which includes the regional environment,social environment, economic environment and etc. The SWOT method will combine theanalysis of each environment and finally give a result of the continuing industry. After using thegrey cluster method, this paper will draw a conclusion that the secondary and the tertiaryindustry will be the choice of the development of the continuing industry. Because these twoindustry departments are highly related to the effects of the economy, the adjustment orientationof industry is confirmed. This article tries to construct a particular grey cluster model. Themodel has an index system including four typical indexes. Each index has its own significance.After the using of the model, the paper will finally draw a conclusion with the data. At last, thisarticle will show the result of the model with which industry belongs to the leading industry orthe others. The paper will give some suggestion to the Xuzhou government for both in theoryand application.
