In recent years, importance of human resource management and development is graduallyrecognized.Raising the human resource management level is the key that goes to nationalcompetitive advantage.Mineral city transformation is a world topic.The mineral industry citydeveloped and is decreasing mainly because of the natural resources falling off.Resources'crocking up force the mineral industry city to carry on the industrial structure adjustment, andthe industrial structure adjust is based on human resource actions.Mineral industry city have tohelp people make a living for the sake of the stability of the society in the meantime.Thehuman resource problem in the mineral industry city transformation becomes the key problem ofthe development and one of the important and strategic targets of the transformation. Chapter 1 introduces the background and the research significance.
