After joining WTO, it is imperative that cultivating a number of l prominent, strong core competitiveness, the international competitive advantage large enterprises responding to the challenges of economic globalization and increasingly fierce international competition. Technological innovation is one of the core competitiveness, and also the base of survival and development of large enterprises. In-depth research, influencing factors evaluation will help clarify the status of technological innovation of China's large enterprises and means to enhance the efficiency of technological innovation, and make a useful exploration on the country's overall economic strategy.As the research object of the large enterprises in Heilongjiang province, making a two-stage framework to analyze the efficiency of technological innovation. The first stage: using DEA method to obtain the value of all the efficiency of DMU, and classify the values; the second stage: using tobit regression to significant factors and the size of the effect of various factors. The score of the first phase of the efficiency is as the dependent variable, influencing factors as independent variables. Results are as follows:(1)Innovation is already an important part of entrepreneurship and become an important component of the core competitiveness. But innovation need to increase the degree of attention in the work and need to improve the innovative ways and it is lack of innovation investment and the efficiency is not high.(2) The results of efficiency evaluation of technological innovation of the large-scale enterprises in Heilongjiang Province. Efficiency values between different enterprises are significant differences. Value and enterprise scale is "U" shaped relationship; technological innovation efficiency values increased with the increase of the per capita profit; the efficiency of enterprises under profit of 1 billion changes little, and changes significantly up 1 billion; innovation efficiency is closely related to the industry, and high-tech enterprises have high efficiency.(3) The analysis of factors influencing of efficiency of technological innovation of large-scale enterprises in Heilongjiang Province. The fixed assets and value of equipment are not significant on the efficiency of technological innovation, and the coefficient shows that effect is negative. The assumption about the model between scale and efficiency does not apply to large enterprises in Heilongjiang. Master and above the proportion of leadership, management proportion, staff ratio, the proportion of the leadership groups 40-50 years, with domestic universities and research institutes have significant positive effects to innovation. The number of researchers and the availability of independent research institutions are significant and have negative effect, indicating that there are considerable research personnel to be waste, and did not play R & D capabilities.Through the theoretical and empirical analysis, the paper believes that there are means to improve the efficiency of technological innovation of large enterprises in Heilongjiang Province. First of all, government should make a reasonable guide to business innovation, provide preferential policies, to reduce the risk of technological innovation and the burden; Second, companies should update their own test equipment, increase capital investment, introduce high-quality personnel, organize reasonable research team, enhance enterprise management, make decision-making reasonable, develop long-term R&D activities and strategic planning; Finally, enterprises should strengthen cooperation with relevant universities or research institutes, improve the utilization of research funding.
