Food is the basis for human survival, food safety issues are also important issues bearing on people's livelihood, but in recent years, both internationally and in China, food safety accidents occur frequently, attracted worldwide attention, and fields of food safety supervision become many scholars and experts of research. Occurred in China in recent years in particular, several major food safety accidents, which caused a series of social and economic crisis will inevitably lead to the public on local governments in China to challenge the food safety control, the government's credibility and image of the service are also facing a serious challenge. Therefore, how to improve our local government food safety supervision and control capability to becomes an important issue of public management.This new public management perspective, the integrated use of game theory and information economics, regulatory economics and public choice theory, then combined with the food safety regulatory practices Harbin, the main analysis of the current food safety-related regulatory functions and powers of configuration and the problems; this final chapter, using the theory of performance evaluation and methods, respectively, select the appropriate number of performance indicators that food poisoning incidents, the number of food poisoning, food poisoning deaths and food quality indicators of sampling inspection pass rate of four factors on the food security situation in Harbin in recent years, then to measure the Harbin municipal government food safety-related regulatory supervision efficiency of the constraints affecting their performance, and ultimately where the problem is proposed for the corresponding measures and countermeasures.This performance index selected to reflect the maximum of a regional food security situation, and clarify the local government to improve the efficiency of food safety supervision work of ideas.
