Rural land transfer is an inevitable outcome to to a certain stage of social development, which is inextricably linked with the society and economy. Based on this, this paper makes a comprehensive evaluation of rural land transfer in Jining. First of all, the paper makes the qualitative analysis of the factors that affect the rural land transfer, and makes the quantitative analysis of the main factors of rural land transfer. According to principal component analysis,the economic factors take the most important role in the rural land transfer in Jining, whose load coefficient are: 0.953 in the price of rural land transfer, -0.938 in the net income of farmers accounted for the proportion of agricultural income, 0.935 in the total power of agricultural machinery, -0.906 in the traditional agriculture. The development of economy is the key of rural land transfer. Secondly, through the establishment of comprehensive evaluation index system, using an integrated method to determine weights. Then use the comprehensive index method to calculate the value of comprehensive benefits, economic benefits, and the value of the natural benefits of rural land transfer in Jining. After comparing these benefits at horizontal and vertical angle, found that the contribution of rural land transfer to economy is bigger than society and nature. Finally, according to the previous data analysis, found the problems of the process of rural land transfer in Jining, to affect the circulation of agricultural land in Jining, and put forward policy recommendations based on these problems.This paper is different from the previous studies that about rural land transfer. Previous papers often studied on the land market, land system and so on. This paper evaluated the situation of rural land transfer in Jining of recent 5 years through the combination of qualitative and quantitative methods. By selecting the appropriate method, the paper obtained the desired results. This paper has some reference value of how to get rid of urban-rural dual structure, reduce the urban-rural gap, speed up the process of urbanization.
