The Research On Trust Model Of Rural Land Transfer In China

The land is the survival resources of human, concerning issues of agriculture, farmer and rural area in China, so how to handle the land circulation problems is an important factor for national sustainable development. To the land transfer problems, the national related land policy has been explicitly provided to strengthen the management and services of the rights of contracting rural land, to encourage it transfer with a variety of forms, developing appropriately scaled operations for agriculture. But now the scale of rural land transfer is small, the existing forms of rural land transfer have inherent defects. For this reason, it is particularly urgent to design mechanism and mode of rural land transfer, and to construct trust model of China's rural land circulation has an important practical significance.In this paper, rural land trust model has been studied by the method that combined the qualitative analysis with the quantitative analysis, and combined the theory and the practice. This article first defines the trust of rural land circulation, and expounds the relevant theories. On this basis, it conducts feasibility analysis from the three aspects of the importance, strengths and obstacles on the implementation of the rural land trust model, so we can effectively grasp opportunities of trust on land transfer, beat threats, and enhance competitiveness. And then learning from the inter-external experiences of land trust operation mode, we can construct trust mode which is suitable for China's rural land transfer from rural land transfer mechanism and operational framework. Further the article designs evaluation index system of land trust from ecological benefit, economical benefit and social benefit, establishes the fuzzy comprehensive evaluation model based on the analytic hierarchy process (AHP), and provides evaluation methods of land trust. Finally, the paper makes some policy recommendations on influencing factors about internal and external environment of rural land trust from the perspective of clearing government duty, establishing rural social security system, cultivating professional talents, broadening the financing channels of rural land trust, and so on. In this way, we can improve rural land trust mode.
