In the study, we are found the circulation characteristics of Beiqiuzhuang like same as the most other places in rural areas of Henan Province, rural land transfer for farmers performance a strong spontaneity, the transfer process lack of manifest symbol of the market price, after the transfer, in general, there isn't much change between the business model of agricultural land and planting structure. Rural geography relationship, kinship, and sibship to the transfer of agricultural land have a stronger acting force.This article through two types of comparison in horizontal comparative method and longitudinal comparative method on rural land transfer of Beiqiuzhuang country made a profound analysis, in vertical comparison selected another sample point-Xixinzhuang village, Puyang County, Puyang City, Henan Province, which as a comparison object, the purpose of selecting Xixinzhuang Village because land transfer of Xixin village is doing better in the whole village in Henan Province and nationwide, compared Beiqiuzhuang village with Xixinzhuang village, we are found that the area of rural land transfer has relatively weak function of performance on economic and social development, but still produced some effect. First, rural land transfer to Beiqiuzhuang village more optimize the scarce agricultural land allocation, improved efficiency in the use of agricultural land. Second, on the one hand, the rural land transfer release part of the surplus labor, which provides the possibility of transfer of rural land transfer, and on the other hand, achieve increase income. Vertical comparison is based on collected near two-year data in Beiqiuzhuang village, compared with the base data in 2008 and data in report period in 2010, thereby, we are reached since the rural land transfer, rural land transfer play a driving role in Beiqiuzhuang village. This article attempts to elaborate rural land transfer of Beiqiuzhuang village in various aspects, try to find some deep reasons, hoping to provide a kind of train of thought for rural land transfer in Beiquzhuang in future.This article adopts the method of the combine of quantitative analysis and qualitative analysis. At first, this article according to the data collected, and some research material on the status, features, situation of the transfer of Beiqiuzhuang village, and make a simple analysis, and then, further explain the appropriate transfer forms and existing problem of the land transfer in Beiqiuzhuang country.Through the theoretical and empirical analysis, about the existing situation and the current problems in Beiqiuzhuang country, this article puts forward the following conclusions:The Systems aspects:(1) Perfect the land property rights system,(2) Perfect rural land ownership system,(3) Strengthen the construction of rural social security system.The Non-systems aspects:(1) Intensify the transfer of rural surplus labor(2) Gradually introduce market mechanism of rural land transfer.(3) Intensive study and publicize, a correct understanding of land Management Right Circulation.
