In the 21st century, technologies and market change rapidly, the University which rely on a single enterprise or innovative ways to achieve success become more difficult. The critical thing of product or service innovation is integrating fully rapid and effective learning and external knowledge, innovation and resources. In this context, research cooperation conforms to the new environment to improve the innovative capacity requirements, making it the world's countries to achieve the goal of an effective means of innovation. Cooperative innovation, from the microscopic point of view, could promote technological innovation and is one of the most effective way to the achievement of science and technology into one of the best ways to productivity; the macro level, it is the optimal allocation of technological resources .Integration of national science and technology and economic system structure of effective measures; Therefore, research cooperation innovation has won the world business's attention of community, academia and even the government.View of this, as the basis of"three spiral theory", the main object of study is research cooperation and cooperation in the performance evaluation model. The first chapter is an introduction, including research background and significance, the main ideas and the full text of the research framework. The second chapter summarizes domestic and foreign scholars'relevant research, analyzes the"Triple Helix Theory". Chapter three is about the orientation among the University, business and government functions, focusing on analysis of existing production and research cooperation. Chapter four makes Cooperative Department of Guangdong Province as an example, summarizes the development of research cooperation in Guangdong Province. And its mode of production and research co-operation are analyzed. The fifth chapter use a quantitative approach, combined with Statistical Yearbook data with factor analysis attempts to dig out the impact of Cooperative Performance factors. Finally, try to improve the performance of research cooperation to make certain recommendations.The basic conclusions of this paper, in reality, many affect the production and research cooperation. Universities, enterprises and governments give full play to the three in their respective functions, based on the need for active interaction, the formation of the three "interactive spiral" of a whole, so as to promote Cooperative mechanisms for the smooth operation of the overall benefits are maximized.
