The rate of transformation of sci-tech achievements is about 20 percent each year in our country and the rate of industrialization is less than 5 percent,these are not favor of our innovation-oriented country construction.At present,the main study foucs on evaluation system,model and mechanism of transformation of sci-tech achievements,but it lacks of identification research between organizational learning and transformation of sci-tech achievements under the background of triple helix innovation,organizational learning is the source of innovation and main foctors to keep innovating,so that it is inadequate to provide a theoretical basis for transformation of sci-tech achievements management.Hence,this paper uses literature research method to be overviews of the theory of organizational learning,absorptive capacity,sci-tech achievements,and to explore the relationship among these variables.The study,with enterprise which transfers sci-tech achievements as its research object and collaborative partners having sufficient choices on the premise,considering the effects of organizational learning,absorptive capacity,goverment support on the transformation performance of sci-tech achievements,puts forward its conceptual model and research hypotheses.Besides,this paper uses surveys and questionnaire method to investigate,and the author studies the effects of organizational leanrning on the transformation performance of sci-tech achievements by using SPSS21.0,the mainly innovative work and conclusion in this paper are summarised in four sections:(1)Technology transformation is a general designation of sci-tech achievements in foreign research,but the concept of sci-tech achievements in our country is different from technology transformation abroad,there are not many researches on the effect of organizational leanrning on the transformation performance of sci-tech achievements,especially empirical research.Existing research mainly explores the relationship of organizational learning and organizational performance,new product development performance,technology transfer performance,financial performance.Therefore,the essay takes organizational learning as independent variable to study its impact on sci-tech achievements transfer performance from the perspective of dynamic process,which compensates for the shortage of current study.(2)Because the environment that is created by government intervention and policy is an indispensable external factors to affect sci-tech achievements,this paper introduces government support to sci-tech achievements model based on triple helix innovation to study the effect of government support on sci-tech achievements in university-enterprise cooperation.(3)Based on the existing research,some scholars have done research on the relationship between organizational learning and absorptive capacity,the relationship between absorptive capacity and scientific and technological achievements,knowledge learning of sci-tech achievements,but they never put these three factors into a model,this paper puts organizational learning,absorptive capacity,transformation of sci-tech achievements into a model to explore the relationship among them,so the model is innovative.(4)This essay verified that exploration learning,exploitation learning transformation learning have a positive impact on absorptive capacity and sci-tech achievements transfer performance.Absorptive capacity between exploration learning or exploitation learning and sci-tech achievements transfer performance acts as a partial intermediary,and a completely mediator between transformation learning and sci-tech achievements transfer performance.Government support act as a regulatory role between organizational learning and transformation of sci-tech achievements.
