The Research On The Problem Of Endowment Insurance Of Science And Technology Services Industry In Chang Chun City

In the 21st century, technology,information,consulting and other emerging service industries and education,scientific research and some other knowledge-intensive industries are developing rapidly and grow more than 20% every year in some developed countries .Science and technology services industry has increasingly become one of the building pillars of the third industry and the leading industry for economic development. Science and technology services as a new strategic industries share has become the measure of the key indicator showing regional economic development level and competitiveness in the national economy .As China's industrialization,urbanization and industrial structure adjustment, the proportion of employment key indicators in the first, second and tertiary industries, changed from 50:22.5:27.5 of 2000 into 36.8:24.8:36.4 of 2009. It can be expected that, the employment of the primary industry will continue to decline and the capacity to absorb employment in the second industry will decline as the increasing of the organic composition of capital with the improving of the level of intensive management of land continues. Because of this, in the future, the employment of our country will mainly rely on the tertiary industry. It is predicted that the employment share of tertiary industry will exceed over 50% by 2020. Comparing with the secondary industry , tertiary industry has more diverse forms of employment, labor dispatch,self-employment,and flexible forms of employment are becoming more and more widely there. Endowment insurance system which set up on the basis of the stable labor relations will be challenged due to the lacking of stable employers in these new employment forms.However, those factors, lagging of social endowment insurance in the science and technology services industry, low insurance, pension arrears, payment evasion, the slow development of enterprise annuity and etc, cannot match the pace of development. In addition, as the arrival of China's aging population peak in 2030, endowment insurance has attracted more attention by all people, therefore, we need to study to insure the workers of the technology enterprise obtain better treatment, attract more high-quality talent, improve the attractiveness and competitiveness of the industry.This paper takes the old industrial base, Chang Chun City in Jilin Province capital city as an example, by investigating endowment insurance situation of the 81 science and technology services industries, and collecting the first-hand material, comparing and analyzing the data to identify the impact on endowment insurance of science and technology services industry, to propose solutions to problems and ideas. The paper recounts the purpose of this study, methods and status ,the related concept of the endowment insurance and science and technology services industry as beginning in the first and second chapters of the paper, In the third chapter, finding out the impact of the implementation of the pension problem by analyzing a series of questionnaires on science and technology services industry in Chang Chun City, in the fourth chapter, analyzing the causes and particularly emphasis on the slow development of the enterprise annuity is one of the important factors , And proposing solutions to the problem in the final chapter ,and accelerating the development of enterprise annuity is a top priority according to characteristics of science and technology services industry.This study has profound practical significance. By study the problems on endowment insurance system of the science and technology services industry in Chang Chun city and the countermeasure of solving problem, it has a far-reaching significance for establishing a multi-level endowment insurance system and improve the insurance rate of scientific and technical personnel in Chang Chun City, also it has great significance for maintaining the economic prosperity and city unity .
