Urbanization is the only way for China's development, among which arises various problems. And real estate price is one of them. Over the past 30 years since the reform and opening up policy being carried out, the real estate prices of China's large and medium cities especially those coastal cities have reached new highs over and again. The real estate prices have withstood the 2008 financial crisis and rocketed instead of going down. Concerning the income level of citizens, the real estate price has far exceeded the international standard of Housing Price to Income Ratio. Thus the housing problem has become the focus of the society. In replying to this, the central and local governments have carried out certain policies to relieve the real estate prices, but all of which have turned out of little use. This essay is going to express itself from the viewpoint of the land resources supply. According to agricultural land and non-agricultural construction land between the great value, through the "quantitative model" obtained land in Shanghai and the Yangtze River Delta region and the allocation of resources to achieve Pareto optimality is not the conclusion, and further believe that the draw is the imbalance of land resources led to inadequate supply of non-agricultural construction land leading to the conclusion of high real estate prices. It is aimed at relieving the unrelenting ascending real estate prices by expanding the scale of the non-agricultural construction land transforming from agricultural land, and the supply of the non-agricultural construction land, which will lead the urbanization of China back to a healthy way as well as solving the housing problems of the cities.The first chapter will depict the background of the continually rising real estate prices of Shanghai. In addition to analyzing the way the central and local governments take in reaction to the housing problems, it will propose the problems of land resources supply and clarify the main target of the research. The second chapter focuses on the surveys and analysis the research involves. It includes two typical regions. One is the Zhou Pu County in Shanghai, and the other is the XX Farm of Wenlin in Taizhou, Zhejiang Province near Shanghai. After the detailed calculations and analysis on the value of the agricultural and the non-agricultural construction land involving industry and business, the chapter arrived at the conclusion that there are much difference between the value of the agricultural land and the non-agricultural construction land within and near Shanghai. It indicates that there are many unreasonable allocations of land resources and the necessity for optimization.The third chapter concentrates on the analysis of the feasibility on the expansion of the non-agricultural construction land transforming from the agricultural land. By the account of the stock of the agricultural land in Shanghai, the writer proves that there is a large amount of agricultural land available for the transformation into the non-agricultural construction land. By the "quantitative model", through the detailed analysis of the benefits and cost (including the transformation cost) of the transformation from agricultural land to non-agricultural construction land, it proves that it's fairly feasible to optimize the unreasonable land resources allocation and it expects huge benefits. The expansion of the non-agricultural construction land transformed from agricultural land is acceptable.The fourth chapter proposes the land license system and its complimentary systems. It assorts the agricultural land and proves the unavoidable demerits the transformation brings along. The writer thus suggests combining the administrative procedures with the marketing methods and then raises the idea of the land license system and its complimentary systems. It follows the analysis of the function of the system in solving the problems arising from the transformation.Finally, the paper summarizes changes in agricultural land to expand non-agricultural construction land is to optimize the allocation of land resources to be more close to the "Pareto optimal" primary method of transformation of agricultural land to expand non-agricultural construction land will contribute to urban real estate prices adjustment and healthy development of urbanization, and outlines the significance of the land permit system.
