With the increasing land supply and demand contradiction, the usage of land in the county have attracted more and more attention as the country development is an indispensable part of social development. As an important part of new system of urbanization in Hunan province and the Southern Hunan undertake industrial transfer demonstration area, Guiyang’s non-agricultural land usage attracted attention both from research and practice. The research on antecedents and evolution of non-agricultural land usage change in Guiyang is important to understand the land usage of county economy in China.This paper firstly reviews the literature on construction land use and non-agricultural land use in Guiyang. Based on regional economics, land economics and sustainable development theory, this research theoretically discussed the formation mechanism of spatial patterns of the drivers of non-agricultural land expansion. The literature reveal that resources endowment difference, land marginal income gap, economic development and the local government policy and planning are the drivers of non-agricultural land spatial patterns formation mechanism and non-agricultural land expansion.Second, this paper analyzes the spatial patterns, scale changes, type structure, utilization efficiency based on the remote sensing image and data of each villages and towns in Guiyang County from 2004 to 2013. Results show that:1) the space distribution of county land are characterized as center agglomerated in the county, and scattered in the township and village. In addition, the distribution in township and village has a tendency for further agglomeration; 2) The total land of Guiyang is "U-shaped" from 2004 to 2013, specifically, it reduces from 2004 to 2008 while increases from 2008 to 2013; 3) Non-agricultural land type structure in Guiyang tends to equilibrium from 2004 to 2013; 4) The use efficiency of non-agricultural land, both population bearing strength and economic benefit per unit area, rises steadily.Third, this paper empirically studied the influencing factors of scale, structure, using efficiency of non-agricultural land in Guiyang using panel data of 26 townships from 2004 to 2013 with FGLS. Results reveal that:1) scale of non-agricultural land is drive by economic growth, population, industrial structure, infrastructure construction, regional development and local planning policy.2) The dominant factor is different for the non-agricultural land usage types, which drives the change in the equilibrium of non-agricultural land usage; and 3) Investment, policy and planning of local officers drive the using efficiency of non-agricultural land.Final, this paper puts forward the policy implications, including:1) Strengthen the match between rural planning and land use; 2) strengthen the match between population urbanization and land urbanization; 3) Strengthen the balance between financial expenditure and construction land usage; and 4) further optimize the industrial structure to improve construction land usage efficiency.
