In the past30years, the rapid development of urbanization in China expropriation of alarge number of agricultural land, the agricultural land requisition compensation and itsvalue-added distribution led to a number of contradictions in real life, and give rise tosignificant debate in theory. On the one hand, local governments around the violation of,deprived of the strong criticism of the farmers’ land rights, on the other hand, the "landfinance" is still on the rise. The last attempt to amend the proposal to increase thecompensation to farmers for the main purpose of the "Land Management Law" ultimately"aborted". Such a great practical and theoretical issues, there is an urgent need to clarify, toreach a consensus, to provide an objective basis for a reasonable and viable solution of theproblem.This paper firstly to make a variety of theoretical perspectives carding system, basing onMarx’s theory of rent, to distinct the similarities and differences between the value of the landin agricultural use (present value) and value-added of non-agricultural uses, and thus to makea discussion of the various points of view. On this basis,we use Guangzhou City, wich islocated in the highest forefront and development district as an example, by analysingagricultural land conversion data of2007-2011, to study the specific circumstances ofcompensation of the agricultural to non-agricultural value-added distribution, including thebenefits share and its share of share and other aspects, focusing description compensationagricultural to non-agricultural value-added distribution must be treated separately, farmersand their collective interests in land must be respected and protected; then, the same reasoningproposed processing the feasibility of suggestions, provide a valuable reference andtheoretical basis for policy adjustment.
