| With the rapid development of urban railway traffic, there is a shortage of skilled personnel being expert in vehicle. Domestic suppliers have also introduced special policies to encourage skilled staff. As a supplier of the vehicle, the leader of SCRC realized that the existing performance appraisal system has been unable to fully arouse the enthusiasm of skilled staff, and decided to carry out a special design award and develop a new distribution system as the complement of original performance system. In order to implement this plan effectively, existing performance evaluation should be optimized. So how to design new evaluation method to reflect staff's contribution more fairly and correctly, will be the starting point and key target of the research.The new assessment method should more focus on the timeliness, quality and difficulty of project design, and unify the designer's work with the SCRC's strategic goals. This article, based on deep analysis of the original distribution, grasps the key core indicator that reflects the work substance of the designers best----effective diagram number, integrates the correlative analysis, the analytic hierarchy process(AHP), the mixed standard scales(MSS),360-degree performance appraisal and other methods on the basis of SMART principle and motivation theory to form integrative C-H-M assessment method. The implement of the integrative C-H-M method combines the SCRC technology management systems and experiences. This article takes Mp project which is the most representative project of the SCRC as example. According to design process and results of engineering drawings, the comprehensive contribution of Mp different design is evaluated. Finally it introduces evaluation methods of other projects on this basis, ensuring the fairness of internal and external distribution.New method solves the problems that the SCRC original performance evaluation can't solve, and ensure the fairness of the distribution to a large extent. With the good modifiability, it can be improved subsequently. Maybe the results of the research can provide reference for similar enterprise. |
