Establishment And Application Project Research For Integrated Management System Of Satellite Products

The construction of quality management system is always paid more attention due to the particularity of aerospace product. As an increasing amount of funds has been put into the aerospace products, aerospace industry has to satisfy the need of the market. In order to be a first-class enterprise in the world, aerospace industry should develop a people-oriented strategy. Each space unit has begun to establish Occupational Health and Safety Management System (OHSAS), or Environmental Management System (EMS) and so on. Different management system has its own aim and object. This situation, in a normal management unit, could cause the complexity and uncertainty of the operation control of management system. Therefore, system operation cost will be increased, and its validity will be influenced.Firstly, this paper introduced the origins and characteristics of Quality Management System (QMS), EMS, OHSAS, and the development survey of Integrated Management System (IMS) in the domestic market and abroad. Through the analysis, it was recognized that the IMS could greatly improve management level of the enterprise. Then, the establishment of IMS in aerospace system has been researched. Nowadays, most development units of aerospace products have not built real IMS, but only multi systems co-existed.The feasibility of establishing an IMS was analyzed. The basic views of system theory, information theory, and control system were applied. The establishment and operation methods of the PDCA process management of QMS were learned. The management concept of the"Performance Excellence"was used. Then, an establishment and processing method of aerospace products'QMS, EMS, and OHSAS– an integrated multi system was proposed based on QMS. The establishment and processing method includes the scheme of IMS, the construction of system files, the assurance of effectively operation of the system, and continuous improvement based on surveillance and measurement.An IMS was established on a satellite research and development unit (a research institute). It was proved that the system could improve the quality of satellite products, shorten the production cycle, and improve organization benefit. The customer satisfaction of the unit was improved 3%, and staff satisfaction of the unit was improved 10%, thus, improving the competitive ability of unit. It was proved that a scientific and suitable IMS was an effective way to improve unit management level. The establishment method and processing of an IMS could be used as a reference for other aerospace system units.
