"Science and technology are the primary productive forces ", the development level of the scientific research model project is the important sign to measure a country's economy, science and technology, military and culture. Entering the 21st century, the national input of scientific research model projects has increased year by year; facing the challenge from many aspects, the management level of scientific research projects have higher requirements. With the coming of the knowledge economy and the rapid development of new and high technology products, with limited resources, how to ensure the optimization of quality, schedule and cost of the scientific research projects, and try to reduce the risk of failure in projects at the same time, has become a difficult problem perplexing the scientific research management. Scientific research project management is a systems engineering, it is a product combined with project management technology and specific scientific research projects, it not only stresses project management technology, besides, project management technology and concrete research must be combined to produce a great social, economic and technical efficiency.In this article, on the basis of the analysis to current scientific research model project management's actual situation, combining with the features of scientific research models project management and modern project management, aiming at the existing problems of current management system and then analyzing, the authors believe that: fundamentally speaking, current scientific research project management is part of the project system management, and there is only one letter's difference of project management, but it reflects the big difference of the management methods. Existing management practices still belong to the extensive management, exposing the issues for examples, work planning is out of line with development capacity and production capacity, plan and schedule control could not be related to each other closely, risky management lags behind technology and quality management.In response to these problems, the authors proposed plan which is applied to model. Pursuant to the model, the first step of such plan and control management should be to determine the technology goals and scope of work, draw work breakdown structure graph to complete the technical objectives, and necessarily programme work plan according to the contents which are established in the first step, set up a security resources in every job, make efficient communication and coordination with each relevant stakeholder in plan, and then finalize the plan. In the control management, the author combines the stable, accurate and fast features of control system principle, highlights the concept of dynamic control and makes a baseline comparison method, the buffer management and horizontal comparison method. In this article, author applies these methods of programming ,optimization as well as control method to practical work to find the critical path and set the appropriate buffer. So even delays in the progress does not lead to blindly adjust the schedule in order to make the project more stable.Risk management is a management discipline that study the occurrence regularity and control technique for risk, including risk identification, risk forecasting, risk assessment and risk processing, optimize and combine various risk-management techniques on the basis. The authors argue that dynamic risk needs dynamic recognition method. Based on this view, the author come up with a risk management model, namely subparagraph of full-cycle risk management models. In such administrative model, the emphasis of risk identification in the evaluation phase, the project development phase, definition phase as well as large flight test are analyzed and summarized and the methods such as fault tree analysis method, brainstorming method, margin of the analysis method as well as flight time series analysis method are used for risk identification; after the risk factors being identified, benchmark methods and risk classification methods are still used to analysis. Then, the author proposes the control method for both unacceptable risk project technology and acceptable technical risk project. This article combines specific project directions and takes the corresponding risk identification, analysis and control methods to identify fourteen risk factor of the project, and then have an effective control over it, the project development stages which takes two years are completed on time.
