Sw Institute Research Project Plan Management Model Study

With the continuous variety of market environment and increase of projects, short research period, acute resource conflicts, accurate cost control, SW research institute's original model plan management mode and management means has not met the requirement of new situations, it is required to operate advanced project management method to improve the capability of project management efficiency, progress control urgently. This paper combines the situation of SW research institute with institutional reform which is conducted at SW by introducing IPD research &development management mode, idea and method to perform research on improve project management ability and plan management mode.Firstly, this paper performs research on the situation of project management at SW, emphasizing on plan responsibility system, plan editing criterion, project team operation to find out the problems, and then to perform research and analysis on the cause of problems in depth. At the same time, comparing traditional plan management mode with IPD plan management mode, it puts forward the solutions and measures for the new mode of plan management based on the IPD.This new mode establishes the system from plan structure level and responsibility system, plan editing requirement and method, plan execution progress control, plan monitoring early warning and plan evaluation, around the plan management core of project management closely, with principle, requirement, flow, method and control specifications. With gradual optimization of system establishment and plan management mode, this new mode of plan management based on the IPD is proved that it meets the requirement of management and development of SW research institute and gets a well result primarily at improving management efficiency and ability by applying and practicing at scientific research model management.
