The city emergency management is an important aspect of the urban construction, is the necessary guarantee of implementing scientific development perspective and creating a livable environment for people. Now the incident happened frequently, all countries in the world strengthen the construction of emergency management,?improve the emergency management system, and enhance emergency response capabilities to better to face all kinds of emergencies, improve people's quality of life. In the process of building the emergency management, most countries and regions, mainly focus on the large-scale public emergencies management, and often ignore those small incidents what are frequent but not be large-scale.In addition to strengthening the large- scale emergency management, small emergencies in city construction can't be ignored.
