Case Study On The Livable Rural Construction Of Pan Jin City

China is a big agricultural country. The construction of livable rural is an important measure which helps to improve the rural living environment, deepen new rural construction, promote the development of rural economy, balance urban and rural development. Comprehensive improvement of the urban-rural environment and livable rural construction were fully implemented by the Panjin municipal party committee and municipal government. And in 2014, related implementation plans were issued. In order to commend exploring spirit of Panjin Municipal Government's contribution in the construction of livable rural, Panjin city is the only pilot city which is rated as a rural livable community in Liaoning province.This article starts with the analysis of Panjin livable rural construction in recent years, all the research about Panjin livable rural construction innovation system is based on the comparative method and the study of literature, in order to explor the measures adapted to local conditions and progress step by step on the model of livable rural construction. This article explains the methods and result of Panjin livable rural construction, puts forward scientific basis and direction for livable rural construction, and introduces the successful experiences of rural construction at home and abroad, under the perspective of the collaborative governance, analyzes the livable rural construction model in respect of macro and micro structure as well as diversification of the main body, sums up the experiences in livable rural construction. Current problems of livable rural construction were studied in this article. In order to perfect the Panjin livable rural construction, some suggestions have been proposed in the three aspects, includes: expanding livable rural construction capital investment and financing channels, optimize industrial structure to promote industry diversification, insist on combining government leading and the farmer main body, required conditions and measures for livable rural construction.In this article, the research on Panjin livable rural construction is not just a simple summary, but also is a research on the exploring spirit and direction, to indicate its value on livable rural construction. The article is aims to provide some reference values for other areas.
