Poverty is a global, long-term economic and social problem, which has always existed both in developed and developing countries. Although China's reform and opening up has a huge economic success, it also caused poverty problems for the corporate restructure, laid-off workers, and income gap, etc.. Our government has taken measures to cope with and made considerable achievements. However, with the economic development, the needs of poor people are changing. So how the government adjusts policies to reduce poverty has been the focus of our attention."Social capital" is the most rapidly developing theory in recent 20 years, which is an important breakthrough in social science areas. It provides us a new perspective to understand socio-economic problems of research and a new perspective, so that we has been further deepened understanding and awareness on social and public issues. Now, through social networks and social cooperation to promote the ability of poor people has get more attention, and Putnam pointed out that trust, norms, networks is the characteristics of social capital.Therefore, it will be my target to do quantitative analysis on effect of government anti-poverty policy from Social capital perspective. Chapters are organized as follows:The first chapter is an introduction section. As the opening, it point out the theme and the meaning of this paper; secondly, this paper outlines the structure and explains the research methods; finally, it stated the difficulties may be encountered in the process.Chapter II is the literature review. First, it defines the social capital from the view of economics; secondly, after carding the relevant literature, it comes to the conclusion:Social capital and poverty is closely related, and building social capital will contribute to the alleviation of poverty, which should be the government poverty reduction policy strategic direction. However, researches are more concentrated in the micro and meso level, less in the macro-level.The third chapter is the theoretical analysis. First, it defined the concepts of the macro-social capital, poverty and government anti-poverty policy performance; secondly, it analyzed the necessity and feasibility by reviewing the history of the anti-poverty; finally, from the perspective of social capital, it put forward the government anti-poverty policy mechanisms, including the three types of capital on the direct impact of anti-poverty policy.The forth chapter is the empirical analysis. This chapter derivate an empirical model based on the MRW model and the previous theoretical analysis; then, it provide a brief description of the main variables and data sources; finally, the results showed that:physical capital, human capital, social capital have a significant role in the contribution for improving the performance of anti-poverty policies through the quantitative analysis of time series data and comparative analysis of urban and rural areas.Chapter V is the conclusions and policy recommendations. This chapter summarized the full text. Secondly, it put forward the corresponding policy recommendations based on the conclusions.The innovation of this paper is mainly reflected in the following three aspects: Firstly, it's the first time to analyze the anti-poverty policy performance, and other related documents from the perspective of social capital, what is in order a basis for further research. Meanwhile, this paper defined the macro level social capital from the economic point of view; secondly, a multi-dimensional theoretical analysis framework is built to analyze the government anti-poverty policy transmission mechanism, which is divided into formulation and implementation stages. Thirdly, the existing research related to anti-poverty lack of reliable empirical evidence, so this paper to construct a production function embedded in social capital to verify the theoretical conclusions.The shortcomings of this paper are that:firstly, as the complex and constraints of the study, there is no effect on the interaction of three types of capital, which is the further direction; Secondly, empirical analysis of physical capital, human capital and social capital are used instead of some indicators, whether these indicators can truly reflect the characteristics of the three capital needs further study.
