Poverty Alleviation And Development Of Social Capital And Government Performance Study

It is a historical duty for modern government to alleviate and eradicate poverty, and make the development of poor areas and poor groups healthy. In the practice of anti-poverty, some areas and groups can get rid of poverty effectively, but others are still in the poor condition for a long period. What factors are affecting and restricting the government's anti-poverty performance, and how to improve the government's anti-poverty performance. With deep consideration of these questions, the relation between social capital and economic growth achievements gives us important enlightenment, whether the social capital in poor areas and poor groups also affects the anti-poverty performance?Based on the relative theory such as the poverty paradigm on social capital, the utilization of social capital in labor transferring and the mobile peasants' social support network, the thesis proposed the studying issues, with the questioning sense, I went to the field to collect material, then started detailed analysis on the synthesis of irrelative references, putting an emphasis on the relationship between social capital and economic growth achievements. The thesis drew a conclusion according to the research issues in the following. The thesis is mainly divided into five parts:Part I: The preface. In this part I mainly introduce the content of this thesis which includes the origin of the study, the significance of the study, an overview of study literatures, the tools and methodology of the study, and the main structure and innovation of the thesis.Part II: The proposal of the studying issues. In this part, I first arrange the existing research results which include the poverty paradigm of social capital, the effect of social capital in labor force transferring and the mobile peasants' social support network. Then I propose the studying issues based on the above research.Part III: The operation of the labor transferring project in Xinyang area. In this part I mainly analyze the operation situation of the labor transferring project in Xinyang area . I put an emphasis on analyzing the mechanism innovation during the process of implementing.Part IV: The analysis of the project performance in Xinyang area. In this part I concentrate on analyzing the performance of the mechanism innovation during the process of labor transferring project's implement in Xinyang area.Part V: Conclusion and enlightenment. In this part I make a conclusion and bring forward what policy revelation we can draw from this research.The thesis tries to make innovations in the following two aspects:First, the thesis uses social capital to analyze the performance of the government's labor transferring project, it thinks that the government plays a leading role in the labor transferring project in poor areas, when the government wants to make the social capital volume large in poor areas, investing governmental social capital and guiding non-government social capital are the main ways. The government constructs social support network for the outdoor workers and the social support network is conducive to the performance of the labor transferring project.Second, the thesis studies the social support network of the outdoor workers, it thinks that the government's investing on governmental social capital constructs formal social support network and the government's leading on non-government social capital constructs informal social support network for the outdoor workers. There are some differences between the two support's function and the social support network which constructed by the government functions better.
