ISO9001:2008 quality management system has provided for the organizations to meet customer requirements and applicable regulatory requirements, the quality of the product, aiming at enhancing customer satisfaction. With the continuous expansion of the commodity economy and the internationalization, this system can enhance the credibility of the product, reduce duplication of testing, reduce and eliminate technical barriers to trade, maintenance of producers, distributors, users and consumers rights and interests of all parties. It advocates the "P (Plan)-D (Do)-C (Check)-A (Act)"method that can be applied for all business processes.The introduction of ISO9001:2008 quality management system is a necessary requirement for the reformation and development of the tobacco industry. Especially for the tobacco enterprises, the gradual implementation of the industry and the reformation of assets management system in recent years has established the dominant position of the company's market operation in a city or state. Therefore, to further strengthen the basis for management is needed in urgent. Meanwhile, the cure of business process and the improvement of service quality can be implemented through quality management system in order to meet the development requirement of the main market operators.This paper describes the necessity of introducing the ISO9001:2008 quality management system, it also discusses the implementation of ISO9001:2008 quality management system in the tobacco business enterprises in Sichuan. In accordance with the "P-D-C-A" theory, the research explains the construction, operation, audit and improvement of ISO9001:2008 quality management system of tobacco industry, it also explains how the tobacco business enterprises in Sichuan can be transited from the traditional administrative management to the modern enterprise management through above steps.During the construction process of the system, this paper discusses how to identify the requirements of customers, other stakeholders and their own and how to develop corporate quality policy and objectives; how to define the job responsibilities of each department and the division of functions; how to decide all the necessary processes and operations methods and requirements; how to construct the monitoring and measurement methods for the process and products. According to the actual situation of the tobacco business enterprises in Sichuan, in the development of business objectives, a multi-dimensional target system which includes product quality, service quality, work quality, operational indicators has been chosen. During the description of necessary process, operation methods and requirements, a method of listing the supporting documents of each process is applied for the solution of sporadic problems from the document.During the operation of the system, this paper designs a training method in which employees are classified under the actual situation of tobacco business enterprises in Sichuan, it also defines the implementation requirements from the point of system files through three levels of documents. In the evaluation of system operation, this paper presents the method that combines internal audit and inspection in order to improve the operability of the internal audit and reduce the consumption of human resources. This paper also presents the method that combines management audit and meetings that solved the problem of duplication of the content of management audit and meeting. According to the characteristics of the parent Tobacco business enterprises in Sichuan, this paper proposes the concept of industry auditing, and describes the operation method of industry auditing. The shortcomings such as lower quality of internal auditing and the lack of understanding to the industry from third parties of auditing can be made up through industry auditing.Talking about the method of continuous improvement of the system, the paper describes how to strengthen the system improvements through the application of management by objectives, benchmarking, carrying out QC group activities under the actual situation of the tobacco business enterprises in Sichuan.For the next lifting operation of quality management system, the paper presents the theory of integrating the operation of informationization, quality management system, occupational health and safety management system, and the environmental management system.
