China’s tobacco industry occupies seven of the world first, tobacco productionand sales superpower. Although the tobacco industry is not a pillar industry in China,but the revenue is trillion rich, is one of the important sources of the tax revenue inour country, and provide powerful support for the economic construction of ourcountry. China’s tobacco industry is a monopoly monopoly legal protection system,the monopoly system solves the problem of chaos of the tobacco market in Chinaafter the founding of the prc. However, with the deepening of market reform, thestatus of the socialist market economy system gradually and China tobacco monopolyis not compatible, so many scholars have questioned whether the tobacco industrysystem in need of reform. In2003, the "Framework Convention on tobacco control" was formally promulgated.Pressure and environment at home and abroad to the tobacco industry more.China’stobacco industry at present does not have to compete with the transnational tobaccogiant strength. So the primary task of China tobacco industry is based on the situationof our country, find the method innovation of industry management system of ourcountry economic system, the goal is to be in not far in the future, will China’stobacco enterprises to the world. The first chapter summarizes the development oftobacco industry management. The second chapter points out the main problemsexisted in the management system of the tobacco industry.
