Study On Chinese Developing Path Of Forest Certification To Forest Products Trade

With the development of the people's awareness day by day on sustainable development,countries around the world pay more attention to the legality of wood sources; The impact of the subprime crisis has not yet fully dissipated, major forest products exporting countries of China set different kinds of Green Trade Barriers to protect domestic market.Forest certificate,as an effective marketing tool, which avoids the Green Trade Barriers can effectively solve the problem of illegal wood sources and Green Trade Barriers.However,the current lags behind the development of forest certification in China.So exploring Chinese developing path of forest certification to forest products trade importantly under the present circumstances.First,this article describes the characteristics belong to quasi-public goods and mechanism of Forest certification system,then analyzes the economic effects of Forest certification on forest products trade by comparative static equilibrium analysis.Secondly,using the data of Chinese forest products trade between 2000-2009 to analyze the status of forest products trade in the first step,conclusion is that China has become a big country in forest products trade,mainly importing logs,sawm timber,wood pulp from Russia, Southeast Asia, exporting wood furniture,plywood and veneer to United States,Britain,Japan,Korea,Hong Hong and Canada;And then suming up the development or forest certification profiles,analyzing the historical data on forest certification by the trend analysis,discovering the development of forest certification in China with good potential development and backward advantage,but the development of forest certification is still in the initial stage,plaguing with problems:systerm not perfectly,the certification market dominated by foreign certification bodies,FM certification and CoC certification uneven development,forest certification lags behind the rapid development needs of the forest products trade.Therefore,China is a real small country on forest certification.Thirdly,analyzing the main problems of forest certification developing under the status on forest products trade:the development of forest certification lags behind the development of forest products trade;the development of forest certification market is not imperfect;the development between FM certification and CoC certification is not unbalanced.Finally, drawing fully of four paths on forest certificate development which come from foreign countries in advance,and then choosing the development path of forest certification in favor forest products trade,ultimatly proposing the way that we need take advantage of two resources in market growth and government cultivate comprehensively, from three aspects in standards, certification, accreditation starting, for the purpose of constructing our country's development path on Forest certificate for forest products trade.Path is to build a national forest certification system with independent, fully functional, consistent with localization requirements, which can effectively avoid the green trade barriers and mutual recognition with the mainstream system of forest certification systems.
