From the year 2004 to 2011, government has released "agriculture, countryside and farmers" as the theme of the 1st files for eight consecutive times to solve it. "Agriculture, countryside and farmers" is lifted to the national security strategy angle. The core of "three rural issues" is to increase farmers' income, this also is the most fundamental question of restricting agricultural and rural development. At present our farmers'income is low, especially in the west. If we cant improve peasants'living standard, it will stay low and will effect the normal development of rural production, even influence our whole modernization. So it is the primary task for our government to increase farmers'income.Shanxi province is located in China's western region, the level of its economic is in the middle of the twelve western provinces.In recent years, government made various national preferential policies just for the west, so the provinces in west have very good opportunities. But now the rural economic of shanxi is not optimistic, farmers' income level is under the national average income levels. So in the new situation, shanxi province should seize the opportunity to reinforce the rural economy in order to increase farmers' income. This is not only for our government's plan for next ten years on how to develop the rural economic but also provide an answer to slove it. And it will be of great importance throughout the Midwest. This paper to research how to increase farmers' income of shanxi province. For different regions, different times and comparison of income gap between urban and rural residents in shanxi, we discuss the characteristics, structure and differences about income of farmers, and summarize suggestions. First, analyzing the status of the income that compared with the national average, shanxi farmers'income level is too low, the speed of development is too slow. From the analysis on the structure of farmers' income, it is concluded that the family business income proportion of peasants' income is a big part, but the growth is slow; salary income growth is the fastest, gradually becoming an important source of peasants' income. Then SAS software is used to analyze quantitatively 10 main factors that affect the farmers' income changes: education degree, the non-agricultural population in proportion of the second, and the third industry output, per capita agricultural industrial fiscal expenditure, rural per capita first industry output, agricultural machinery, each rural population and cultivated land per capita possession , income gap between urban and rural areas and agricultural trade conditions. Through the analysis we found the factors that increase farmers' income: education degree, the non-agricultural population in proportion of the second, and the third industry output, per capita agricultural industrial fiscal expenditure, rural per capita first industry output, agricultural machinery ; the factors the hamper farmers' income is: each rural population and cultivated land per capita possession , income gap between urban and rural areas and agricultural trade conditions. Through the analysis ,the education level was found is the key to promote farmers' income in the future, and the influence of the agricultural modernization degree to peasants' income is abate, each rural population and cultivated land per capita possession is the key hampering factor.Finally some countermeasures and suggestions are raised .The fundamental solution is obtained to the "dual" system; breaking adjustment of agricultural structure; developing modern agriculture; reforming the rural financial system; improving circulation of agricultural products market; boosting rural education level and promoting the urbanization construction.
