It could be found from building cost management practice that despising and lacking powerful cost management in design phase causes chiefly a prevalent and substantive waste in building design. Thus, it becomes a focus to governments, companies and societies on making a scientific analysis of design parameter affects to the building cost, confirming in reason and controlling efficiently building cost, improving maneuverability of cost management in design phases.This research focuses on the object cost and resource-constrained cost-optimization in reinforced concrete building structure design phases. Based on studying in building cost management and design cost optimization, Introducing ISM (Interpretative Structural Modeling) method, we made a factor analysis on object cost of building design. Founded on investigating Shenzhen high building structure project cases in recent year, Using line regression method, we studied the effect of building structure design parameter on object cost and cost element—manpower, material, explored a forecast system of building structure project cost and cost element. Integrating market price, craftwork ration and cost element resources quota, adopting goal programming method, developed a building structure design cost optimization model to fulfill the most effective using and deployment of object cost and cost element resources, lay out the decision-making index of building structure component, it would make contribution on effective controlling cost and performing cost management at each phases and each steps in building structure design. At last, this research gives a demonstration of a building structure item, it reveals the advantage of DCO in cost programming and saving by contrasting cost.The results indicated that,1) The degree of the building structure design parameter influence on its cost may be opened out as the grade structure. The reasonable choosing and adjusting of building structure parameter may contributes to improving the quality of the building structure cost controlling; 2) The design parameter regressing to the unit area cost and cost element is comparatively perfect, especially to the cost, manpower and steel bar wastage. In design parameter, the total height of building structure is the most impact on the unit area cost and cost element. The next powerful impact on the unit area cost and cost element is the height of basement; 3) By exploring and applying the design cost optimization model, the amalgamation of the building bidding market price, building engineering wastage quota and building project technical and economic index data, makes it feasible and most researchful potentially that achieving building structure design cost controlling and optimizing on a multidimensional, metrical, dynamic, step-by-step and oriented way.
