And the problems that development between Urban and rural is not balanced is very outstanding, so implementation the integration strategy in urban and rural is faced with the problems which are more complicated, more difficult. So far, most counties and cities have not been carried out the operation that makes the urban and rural incorporate, KaiYuan is the fast development of the integration between urban and rural in yunnan province city,which is different from the developed regions such as Beijing,Shanghai where the People-oriented consciousness is the driving force.In Kaiyuan, The rural and urban have certain development,but it hasn't entered into the necessity stage.and the government leading is the driving force.So, studying the development experience and the existing problems is meaningful for the Similar cities in Yunnan and and even the whole country.The Paper is based in the dual economic theory,the urban-rural labor theory, theory of garden city,the regional entity theory,the regional polarization theory and the urban-rural integration theory.Meanwhile,it uses the factor analysis as major empirical model and the data available to Construct index system for testing the level of urban-rural integration,At the same time,299 questionnaires in KaiYuan are analyzed, and based on the questionnaire statistical results, the paper analyses the existing gaps between urban and rural and then point out the existing problems at present. Then from the global Angle,this paper find out the endogenous and exogenous factors influencing the development of the Urban-Rural Integration.Finally,combined with China's background of coordinate development betweem urban and rural and the reality of development in Kaiyuan and from the angle that constructs endogenous power and exogenous factors power, the paper put forwards targeted suggestions on the development of the integration of urban-rural, especially indicates the importance of People-oriented consciousness and gradually changes the impetus from the government leading that is exogenous force to People-oriented consciousness endogenous,which is key for realizing the coordinated development and benign circulation among the industrialization, the agriculture modernization, and the urbanization.It's the only way to really achieve the Urban-Rural Integration...
