Research On The Construction Of Harbin's Russian Trade Processing Zone

China's reform and opening up 30 years of rapid development and global economic integration continues to expand.the total import and export trade of China increased by nearly 123 times.Even in the financial crisis.the crisis of the global economy into recession,the 2009 China's foreign trade still achieved a remarkable performance:annual import and export value reached $2,207,270,000,000.customs tax net inflow 921.357 billion yuan,a new high.Supervision of import and export trade continued to enlarge the workload of the limited human resources and customs between the continuing escalation of the conflict,learn advanced management concepts,the application of information management technology,the use of scientific and technical means,transform business processes has become an urgent task of China Customs.This paper summarizes the analysis of domestic and foreign customs macroscopic theory of business process reengineering based on the results,according to "Classification of customs clearance,"the main objective of the reform and the basic framework,combined with traditional business process at this stage of Harbin Customs actual work,to further explore the customs of traditional operations in Harbin the need for process reengineering;and focus on traditional business process analysis,diagnosis and redesign.Harbin Customs through the integration of existing management resources,Harbin Customs clearance processes to the current optimization, and work to expand the perspective of clearance of goods before,during and after the three links,the risk assessment,differentiation and subsequent audit review a single combine.Objective is to improve the speed of Heilongjiang Province,customs clearance,risk prevention and control law,optimal allocation of administrative resources,improving customs clearance management performance,to achieve effective supervision and efficient operation of the organic unity.
