The collective forest tenure reform have experienced many times in southern collective forest area, but it has some problems such as the property right main body not to be clear, lacking of perfect moving mechanism and so. So in 2003, Fujian government promulgated "Ideas about improving collective forest tenure reform", which opened an era for this reform.In the research, Firstly the concept and connotation of the property, forest tenure was overviewed. Then, the change history of the collective forest right system of Fujian was reviewed, and the instructive conclusions were summarized to the current the collective forest tenure reform. After that, form the "main reforms", "supporting reforms", and "improving reforms" these three stages, the main contents of the collective forest tenure reform in Fujian were expounded and analyzed. Later, the stakeholders and reform driving force mechanisms were discussed.(1) Through the driving force of reform mechanism analysis, there are the conclusions, that those factors have driven the collective forest tenure reform, them including:to improve its self-sufficiency rate, safeguard national timber security; maintain social harmony and stability, alleviate the relationship between cadres and masses; increase collective output of forestry, promote forest development and so on.(2) Through studying the effects of collective forest tenure reform in Fujian, research results show that:the collective forest tenure reform has increased farmers incomes, but the effect is not very obvious. It has certain positive effect to improve farmers' enthusiasm of forestry production and management, also to be helpful for forestry "three proofing". It has achieved good social effect. After the collective forest tenure reform, the forest social security was improved; farmers dispute reduced; Imposition of the income gap won't changed much; meanwhile forest production and living infrastructure has been further improved.(3) The survey results show that, after the collective forest tenure reform farmers facing the main problems in the business process including: the socialization service system of forestry, the forest tax system, the forest harvesting quota system and the ecological compensation system is not sound, etc. Aiming at these problems, we need to study the corresponding counter measures. The measures include:strengthening forestry "three proofing" and forestry socialization service system construction work; implementing ecological compensation policy and improving existing compensation standards; adjusting and loosening forest cutting quota management policies; cancellation of forestry fees.
