Thirty years since the reform and opening up, China has achieved rapid economic growth through export-oriented economic and the high savings development model.However, with the changing international and domestic situation, unbalanced, uncoordinated and unsustainable problems and contradictions in China's economic development have become increasingly prominent. Resource and environmental constraints of economic growth strengthened; Long-term imbalance exists between investment and consumption; R & D investment is insufficient; high technology, innovation is not strong, the foundation of agricultrue is weak; The manufacturing sector is still low level; Value added of services is low and employment driving force is not strong; the development of urban and rural areas is uncoordinated; the gap between income distribution is big; employment pressure and structural contradictions both exist. These urgent problems and contradictions ask the Chinese to adjust the economic structure. The key of economic restructuring is to build a modern industrial system, promote the optimization and upgrading of industrial structure, build high-tech as core of the endorgenous model of develpment, reform and improve manufacturing, training and strategic emerging industries.Producer services is the core of the modern industrial system, which is a high-tech, high-yield, high radiation, high employment of modern service industry. It has five basic characteristics which are value-added, knowledge, innovation, relevance, credibility. History suggests in any country, the service industry can affect the social and economic growth. As powerful and extensive value-added relevance, Producer services is a more efficient services which is important to improve productivity and overall economic efficiency. As important part of modern service industry, Producer services grow far beyond the average level of services. Now, China is in the strategic adjustment of economic structure, production and service industry to promote the upgrading of industrial structure, a tremendous impact on China's economic growth, its development impact the future direction of our national economy. Producer services can promote the upgrading of industrial structure, affect on China's economic growth and the future direction of our national economy.This paper takes Producer Services and Industrial Structure" as the theme. On the one hand, it want to be able to combine both service industry and industry structure logically and build a solid and comprehensive theoretical framework. On the other hand, it hopes to collect rich and detailed empirical datas which have sufficient confidence in relevant areas. It try to give a preliminary judge for the trend in service in China and test results for producer services on the role of Shanghai industrial structure and performance. Based on the above concept, this paper can be divided into theoretical analysis, empirical research part and the conclusion. Theoretical analysis, include the Chapter 2 and Chapter 3. Chapter 2 summarizes the relevant empirical research results and conclusions of service on the production and industrial structure optimization. Chapter 3 described producer services, industrial structure optimization, industrial services optimization, manufacturing services optimization and innovation theory. Chapter 4 analysis that how producer services affected on industrial structure and establish industrial structure optimization model based on producer services. From the perspective of factors of production, it promotes the industrial structure by exploring the production of services for the flow, capital flow, logistics, information flow, knowledge flow and management flow. Chapter 5 is part of the empirical test which included the comparative analysis of China service, quantitative analysis of producer services contributing to economic growth in Shanghai and how producer services in Shanghai effected economic growth. It gave strategic recommendation on the development of shanghai producer services. Chapter. 6 gave the main conclusions based on the first two parts of analysis and problem which worth further study.
